The first accident on the Southern Expressway occurred today (November 28) at 7.15am. Two persons have sustained injuries when a speeding vehicle toppled on the highway.
The vehicle was unable to control its speed causing it to topple making it the first accident on the expressway since it was declared open yesterday (November 27) by
President Mahinda Rajapaksa.

A volley of rockets fired from Lebanon slammed into Israel on Tuesday, the Israeli army said, prompting retaliatory fire and sparking new tensions in the volatile region.
The incident marked the first cross-border exchange of fire since August 1 and a rare instance of rockets being launched into Israel since the Jewish state waged war against Lebanese militant group Hezbollah in 2006.
In a statement, the Israeli military said “a number of rockets” landed in the western Galilee region without causing any casualties and that Israeli troops “responded by targeting the origin of the fire.”
Israeli media reported that a total of four rockets hit the area, including one that struck a gas tank and caused a fire.
In Lebanon, a military spokesman confirmed that at least one rocket was fired from the region of Rmaish.
“We know that a rocket was fired from the region of Rmaish and we are investigating,” said the spokesman, who did not want to be identified.
He said Israel had retaliated by firing four rockets.
The region of Rmaish is largely controlled by the powerful militant party Hezbollah, but an official from the group told AFP he had no immediate comment on Tuesday’s incident.
Israeli military radio, citing army officials, said the rocket fire was likely the work of a small Palestinian or Islamist group rather than Hezbollah.
The radio added that Israeli military officials had stressed their desire to avoid an escalation and said that the response to the rocket fire would be “limited and selective.”
Both Israeli government and military officials called on the Lebanese government and military to prevent rocket fire towards the Jewish state.
Intelligence Minister Dan Meridor told Israeli military radio that “the Lebanese government and its army hold sole responsibility for what happens” in southern Lebanon.
“The question of who is behind this fire is not yet answered,” he said, adding that “Hezbollah understands that it has no interest in an escalation.”
In its statement, the Israeli military warned that it considered the rocket fire “a serious incident and believes that it is the responsibility of the Lebanese government and the Lebanese army to avoid this kind of attacks.”
On Tuesday morning, local Israeli military commanders were still assessing the situation but had not instructed residents to go to air raid shelters.
The most recent exchange of fire along the always tense Israeli-Lebanese border was on August 1, when soldiers from the two countries opened fire along the the Blue Line, the UN-drawn border.
That incident came almost a year after Lebanese and Israeli troops traded fire along the same border, killing two Lebanese soldiers and a journalist along with a senior Israeli officer.
That flare-up was the worst clash between the two sides since Israel’s devastating 2006 war in Lebanon against the Shiite Hezbollah militia.
The war, launched after a Hezbollah cross-border raid that captured two Israeli soldiers, destroyed much of Lebanon’s major infrastructure and killed more than 1,200 Lebanese — mainly civilians — and 160 Israelis, mainly soldiers.
In May 2011, tensions once again flared as protesters massed on the border between the two countries to mark the anniversary of the 1948 creation of the Jewish state, which Palestinians term the “nakba,” or catastrophe.

President declares open the Southern Expressway

President Mahinda Rajapakse ceremonially declared open Sri Lanka’s first Expressway a short while ago.
President Rajapakse who is also the Highways Minister marked the opening of the Southern Expressway by unveiling the commemorative plaque at Welipenna, one of the eight interchanges on the toll road.
The E- 01 Southern Expressway will be open to the public from 6 pm today (27) following the end of the opening ceremony while the toll for the complete journey for a car will be Rs. 400.
The first part of the Southern Expressway which consists of 95 kilometres, spans from Kottawa to Galle.
The second phase of the development will see the expressway extended to Matara and is slated to be opened in 2013.
Constructed at an estimated cost of around Rs.70 billion, the expressway has eight entry points at Kahathuduwa, Gelanigama, Dodamgoda, Welipenna, Kurundugaha Hethekma, Baddegama and Pinnaduwa.
The four-lane expressway is expected to enable motorists to reach the port city of Galle within one hour at a maximum speed of 100 Km per hour.

MEXICO CITY: Two vehicles containing 16 charred bodies were found early Wednesday in Culiacan, capital of the violence-wracked northwestern state of Sinaloa, in what officials say is macabre message between rival drug gangs.

The vehicles were found about five kilometers (three miles) apart, Martin Gasteum, a spokesman for the Sinaloa state prosecutor’s office, told by telephone.
“In the first (vehicle) 12 bodies were found, and in the second, four,” Gasteum said.
Firefighters received emergency calls at dawn to put out the fire at the first vehicle, then got a call to put out the fire at the second car about ten minutes later, Gasteum said.
A female body was found in the first vehicle, while one of the victims in the second vehicle had been decapitated and his head left on the ground, Gasteum said.
Preliminary reports show that the victims were first shot dead, then their bodies were driven to the site where the cars were set ablaze. “There were no signs of violence in the place where the bodies had been abandoned,” Gasteum said.
Sinaloa Governor Mario Lopez Valdez said the violence could be “a message between criminal groups.”
Four men were shot dead Wednesday in a town some 25 kilometers (15 miles) north of Culiacan, but Gasteum said the incidents were unrelated.
Separately, the Mexican Army announced that on Tuesday it had confiscated 1.7 tons of marijuana after a driver and passengers abandoned a truck in Culiacan.
Sinaloa, on Mexico’s Pacific Ocean coast, is on one of the busiest routes for illegal drugs moving north into the United States. (AFP)
